 摘要：公务员的服从义务是行政层级体系的组织原则，目的在于确保行政系统的统一和效率。公务员服从义务的理论基础可以从官僚制和特别权力关系理论加以解释。根据公务员服从义务的程度，学术界将其细分为绝对服从、相对服从和陈述意见三说。随着《公务员法》的颁布与实施，我国公务员服从义务在内容上有所变化，但是，这其中依然有许多需要解决的问题，这要求我们进一步的认真思考。

 Abstract: The obedient duty of the civil servant is the organizational principle of the administrative system, which is for the unity and efficiency. The theoretical basis can be found on the theory of bureaucratic system and the theory of special power relationship. According to the degree of the obedient duty of the civil servant, it can be classified “the absolute obedience”, “the relative obedience” and “the stating opinions”. With enacting and implementing “the civil servant law”, the obedient duty of our country’s civil servant has changed in the content, but there are many questions which need to be solved. We must continue to ponder deeply.
