Abstract: The obedient duty of the civil servant is the organizational principle of the administrative system, which is for the unity and efficiency. The theoretical basis can be found on the theory of bureaucratic system and the theory of special power relationship. According to the degree of the obedient duty of the civil servant, it can be classified “the absolute obedience”, “the relative obedience” and “the stating opinions”. With enacting and implementing “the civil servant law”, the obedient duty of our country’s civil servant has changed in the content, but there are many questions which need to be solved.
