摘要

 电子政务MIS系统是政府电子信息化的一种途径，通过这个高效的办公方式，加快实现我国政府职能的服务化转变。本文中，首先介绍了电子政务MIS系统相关概念，包含电子政务MIS中各个概念以及研究的内容、研究的目的和现实价值，其中研究的内容、目的和实现价值是本课题的要点。在技术实现上，主要说明了J2EE WEB技术及其周围相关技术，通过对J2EE WEB实现技术的介绍，更清楚的说明了为什么用J2EE技术做电子政务开发。最后详细介绍本课题中的电子政务系统的主要功能模块、用户权限管理、信息交换的实现等，讲述功能模块的实现方式和技术难点，用户的管理方式，权限的管理方式。用户权限涉及到电子政务的安全性要求，技术要求比较高。信息交换是电子政务资源综合的趋势，本课题中以个人信息交换为载体，说明了部门间信息交换的要点和技术实现。

ABSTRACT

 The electric government affair MIS system is an approach for informatization of the governmental electron. This system increases the change speed of the governmental function through the effective manner. At the beginning of this paper, the author introduces some relative definitions of the electric government affair MIS system, including various definitions of this system, the content and the aim of the study as well as the value. The key point of this paper is the content and the aim of the study as well as the value. In the realization of technique, the author here explains the J2EE WEB and some relative techniques. It is easy to learn that why the J2EE technique is proper for developing electric government through the introduction of the J2EE technique. At last, the author presents the main functional module, the management of the users’ authorities and the realization of changing information of the electric government affair system, then talks about the approach of realizing the functional module and the problem of this technique, the way of managing users and authorities. Users’ authorities are closely related to safety requirement of the electric government affair system, thus it needs high technique. Exchanging information is the trend of colligating electric government affair source. This thesis introduces the key points of changing information between different departments and how to realize this technique.
