欧盟对中国鞋类产品反倾销的原因分析

摘    要

      今天，全球经济一体化与贸易自由化已是大势所趋，不可逆转。因此，国际市场竞争也日趋激烈，但由于世界经济普遍不景气，使得贸易保护主义开始抬头。在整个国际贸易中传统的关税和非关税限制都大大减少的情况下，各国普遍采用反倾销措施来保护国内产业。
随着我国与全球经济的接轨和相互渗透，我国鞋类产品出口竞争力日益加强，越来越多的国家和地区，尤其是欧盟把中国出口鞋类商品当成反倾销的首要目标，频繁对我国鞋类商品进行反倾销立案调查，严重伤害了我国具有竞争力的鞋类出口企业，影响了我国出口贸易的发展。
本文系统地论述了有关倾销与反倾销的基本问题，并对我国遭受欧盟反倾销的现状、受到的损害以及原因作了深入分析和探讨，力求寻找出能够积极预防和有力抗辩欧盟对我国的反倾销投诉、加强应诉工作、提高应变能力、变被动为主动、避免或减少损失的有效对策。

Abstract

    Today, world economy integration and trade liberation become the main trend that can’t be reversed. Facing an ever-growing strong competition in the world market and the coming of a depressing of the world economy, trade protection is likely to be prevailed. Because of the great reduction of tariff restriction and non-tariff restriction, so many countries are applying anti-dumping、safeguard actions excessively with a clear trend that they are used for unfair trade protection.
    With the merging of Chinese economy with that of the world, Chinese shoes products become more competent in the world market and have unfortunately become a major target of more and more countries and regions, especially the European Union, in their anti-dumping approaches, frequent anti-dumping investigations are launched against us .
Based on the research and analysis about the developing trend of anti-dumping in European Union and combined with the practice in China, the author analyzes and studies the theme with important theory and practical significance in the aspect of dumping and anti-dumping so as to seek for the effective countermeasures to actively prevent and counterplea the anti-dumping appeal from foreign countries, to strengthen the work of responding to appeal, to raise the emergency ability, to avoid and reduce the loss actively.
