浅析行业协会在应对纺织业特别保障措施中的作用

摘   要

      入世后，我国外贸大幅增长，但同时国外各种反倾销、反补贴、保障措施和技术性贸易壁垒层出不穷，给我国造成了严重的损失，我国已逐渐进入贸易摩擦多发期。我国在入世之初承诺的特别保障措施也越来越多地被其他成员国使用，对我国的贸易发展产生不利的影响。行业协会在对外贸易中扮演着重要的角色，应该在避免特别保障措施发生和特保应诉等方面发挥重要作用。本文以纺织品特别保障措施为出发点，论述行业协会的定义、性质和基本职能，指出行业协会现存的不足，找出与其应有作用的差距，最后提出行业协会的改进策略。

Abstract

After joining the WTO, China’s foreign trade has increased sharply, while anti-dumping, anti-subsidy, safeguard measures and technical barriers to trade emerge endlessly. China has gradually entered the trade friction-prone period, which leads to serious losses. More and more other participating members have used the special safeguard measures which our country promised while joining the WTO，which would produce unfavorable effects on the growth of our trade. Trade association which plays an important role in the trade, should strengthen the effects on avoiding occurrence of special safeguard measures and responding to the lawsuit of special safeguard measures. This thesis stands the point of the special safeguard measures, elaborates the definition, characters and basic functions of trade association. And it indicates the existing shortage of trade association, and finds the gap with the role it should have. At last, it brings forward ameliorations of the trade association.
