跨界水污染治理的国际比较及对中国的启示

摘要

      目前，水污染问题已经成为世界性的难题，中国也面临着同样的困境。鉴于水污染具有影响广泛性的特点，从上个世纪大约50年代开始，国际上许多国家联手对水污染进行跨界治理，在积累了有意经验的同时，也形成了不少以国际跨界水污染治理为课题的研究成果。本文仅以莱茵河与伊利湖为例，参考学者在该领域的研究精髓，希望能够为中国水污染治理提供一些建议。
    伊利湖治理代表了行政区域分层治理和流域一体化治理相结合模式，而莱茵河治理代表的是欧洲国家流域一体化治理模式。尽管治理思路不同，但是它们在治理过程中依然有许多共同之处。分析伊利湖和莱茵河跨界水污染治理，有助于我们在治理中国的跨界水污染时理清思路，明确治理的方向和途径。

CONTRAST OF INTERNATIONAL TRANS BOUNDARY POLLUTION CONTROL AND THE APOCALYPSE FOR CHINESE

ABSTRACT

 Waster pollution has become a international problem at present, and China is also up against this question .Since the wide infection of water pollution, from about 50's of last century, a great deal of countries combined to govern it. As a result, it not only accumulated much useful experience, but also formed many investigative fruits of international trans boundary water pollution control. In this text, it only studies the trans boundary water pollution control of Rhine and Erie, and wishes to do some help to the water pollution control of China.
 The governance of Lake Erie stands for the model of administrative delimitation combines basin integrative pollution controlling, while the governance of Rhine River stands for the model of basin integrative pollution controlling. Although there are some differences between two ways, it still has a lot of common nesses on the govern process. Analyzing the trans boundary water pollution controlling of Lake Erie and Rhine River will help us to govern the basin water pollution in China by clearing about the notion and ensuring the direction as well as approach .
