从一个案例看杭州大学生医疗保险存在的问题

摘  要
    通过一个案例研究杭州市大学生医疗保险中存在的问题。从案例出发研究了杭州市大学生医保中存在的若干问题，包括大学生报销比例和超出医疗保险的治疗费如何解决，如何健全大学生医疗保险缴费的学校代收制度，如何提高医保报销比例以减少甚至消除大学生看病产生的费用等问题。另外，笔者通过阅读大量的医保方面的专业文章，了解了中国大学生医保的现状，然后针对性的对中国的医保制度提出了若干看法和建议并得出了以下结论：大学生报销比例和超出医疗保险的治疗费应当引入医疗救助机制等多种社会保障机制对大学生的医疗保险进行补充，应当提高财政补贴的比例，通过宣传提高大学生以及家长对保险的认识，设立专门的部门对统筹基金进行专业化监管，加强对医院的监督管理，建立统一、独立、社会化的大学生医疗保险制度。

ABSTRACT

Studying some problems in Hangzhou student healthy insurance through a case. Starting from the case studies on College Students Problems with health insurance in, including college students and beyond the medical insurance reimbursement of treatment costs to solve, how to improve school students collecting medical insurance payment system, how to improve the health insurance reimbursement in order to reduce or even eliminate the costs of college students and other issues arising doctor. Also, I read a lot of health insurance through the professional aspects of the article, understand the health insurance status of Chinese College Students, then focused on China's medical insurance system in a number of observations and recommendations made and concluded: Students health insurance reimbursement and the costs of treatment beyond the introduction of medical aid mechanism should be the social security system and many other college students to supplement health insurance, should increase the proportion of financial subsidies, students and parents through advocacy to improve the understanding of insurance, the department set up a special fund for co-ordinating professional supervision, strengthen the supervision and management of hospital, establish a unified, independent, community-based health insurance system for college students.
