在全球化背景下的新农村建设与经济体制改革

摘  要

     二十一世纪是一个崭新的世纪，全球各国的联系空前密切。全球化浪潮已成为时代的特点，这一趋势仍然在不断发展。农业作为最为古老的产业，是人类赖以生存的基础。在新时代下，农业也呈现出新的活力和特色。而且由于各种原因，现代农业发展极不均衡，两极分化非常明显。但是，作为历史悠久的农业大国，现在中国的农业问题繁多而且严重。而且这些问题的存在与经济体制的不完善有着重大联系。
 解决三农问题，解决中国七亿人的问题，这个课题的研究价值不言而喻。同时，新农村建设可以解决农民工的流动劳动力的问题。劳动力市场的完善对整个国家的经济体系来说又是一大裨益。反之而言，如果体制的问题没能解决好，我国的农业经济仍然得不到发展可能危及到整个社会的方方面面。
通过对关于农村建设的理论进行研究比较，寻找一种适合中国国情的改革模式。其中又包括国外的农业体制和理论研究，当然也有中国的专家学者对该领域的研究成果。虽然照搬模式是不可取的，但是，如果能借鉴国外成功的经验，再在符合我国国情的基础上加以改进的话，一定对我国的新农村建设有极大的贡献。

CONSTRUCTION OF NEW RURAL COMMUNITIES AND ECONOMIC INSTITUTION REFORMING UNDER THE GLOBALIZATION BACKGROUND

 ABSTRACT

 21st century is a brand new century, as so far the connection between countries worldwide is closer than ever. The trend of globalization has already become the time’s trait, and the tide is still moving on. Agriculture as the ancient field, is the foundation for human’s survive. In the new era, agriculture presents new vigor and features. For many reasons, the modern agriculture develops unbalance and evident polarization. But China as a long history agriculture country has various and serious problems. And these problems do have the relation with the faultiness economic institution.
 To handle three agriculture problems, to solve 700 million farmer’s matter, so we can see the research is valuable. In the meantime, construction of new rural communities will help to settle the flow of labor force of the farmers. And the consummate labor market will benefit the nation’s economy. On the contrary, if agriculture will not develop and this will jeopardize the whole nationwide.
 By comparing with all the theories of rural construction, this article is searching for a model of reforming suit for the condition of China. And it includes both the foreign agriculture institution and the theory study, certainly the results from Chinese specialists. Although it is obviously wrong to copy, it will be a great contribution to our homeland’s new rural construction, if we can draw on the experience of foreign countries which combines our particular national condition.
