建设社会主义新农村——湖州南浔新农村建设的调查

摘  要

    社会主义新农村建设问题已经引起党中央和国务院乃至全社会的关注。党的十六届五中全会做出了建设社会主义新农村的重大战略决策，温家宝总理提出了生产发展、生活宽裕、乡风文明、村容整洁、管理民主的二十字建设社会主义新农村的总体目标和要求。而在新农村建设当中，政府的资金支持是最为关键的。
 本文通过实地调查，资料的研究，了解湖州地区新农村建设的起步、发展的过程以及现状，通过与其他成功案例的比较，调查并分析目前湖州市南浔区新农村建设所存在的问题，针对现有问题提出相应的建议或方案。以总结出“如何更好发挥财政职能作用来加强社会主义新农村建设”为最终目标。

 ABSTRACT

 Building a new socialist countryside has already attracted attention of the CPC Central Committee and the State Council as well as the concerns of society as a whole. The fifth Plenary Sessions of 16th Central Committee of the Communist Party has made an important strategic decision of building new socialist rural areas. Premier WenJiabao put forward the overall objectives and requirements of building a new socialist countryside--the development of production, well-off life, civilized rural wind, clean village capacity to manage the democratic character. However, in the new countryside construction, the Government's financial support is most crucial. Through field surveys and data research, we will understand the beginning, development process as well as the status quo of new rural construction in Huzhou. Compared with other successful cases, we will investigate and analyze the current problems in building new countryside in Huzhou, then some Corresponding suggestions and programs will be taken in relate to the existed problems. Our ultimate goal is to sum up "how to better play the role of financial functions to strengthen the building of new socialist countryside".
