FDI与自主技术创新——浙江地区分析

 改革开放以来，我国已经成为世界上吸引外商直接投资(FDI)最多的国家之一。目前，FDI己经是推动我国经济发展的重要动力之一，但其是否也促进了我国企业技术创新呢?目前学术界对此存在着较大的争议，有的学者利用外资排斥了自主创新;而另外一些学者却认为利用外资与自主创新并不冲突。因此，如何看待和评价FDI与自主创新的关系，这种关系的作用机制和变化趋势怎样?这正是本文要研究的内容。
    本文主要分析浙江地区，实证分析了FDI对浙江企业创新投入和专利申请的作用，得出了利用FDI能够促进我国企业自主创新的结论。
     因此本文的结论是:外商直接投资己经成为推动浙江以及全国经济发展的重要力量，脱离利用外资而谈论浙江企业自主创新是不切实际。但是在实际引资中既要重视FDI对浙江企业自主创新存在着促进因素，更应该注意日益增强的抑制因素。
     因此，我省应该继续扩大开放政策，积极改善投资环境。在利用外资政策上扬长避短，注重利用外资质量，发扬政府在企业创新中的引导作用，增强企业创新在我省创新体系的主体地位，使得利用外资和实现我省经济发展战略以及提高企业自主创新能力的目标统一起来，使我国从开放的世界中获得更多的比较利益。

ABSTRACT

    Since the beginning of reform and opening policy, China has become one of the largest countries of attracting foreign direct investment (FDI) in the world, due to its positive policies.Currently, FDI has become an important force in promoting China's economic development. Has FDI promoted technological innovation of the Chinese enterprises? Currently there are some academic controversies about it; some scholars believe that the use of FDI has rejected the independent innovation of our enterprises; however some other scholars think that there is not conflict between the use of foreign capital and our own innovation. 'Therefore, the attitude of how to view and evaluate the relationship between FDI and independent innovation will affect China's FDI policies
in future.
     Focusing on Zhejiang Province,the paper analyzed empirically the effect of FDI to the patent applications and input of innovation of Zhejiang Province enterprises, and get the conclusion that FDI could promote the innovation of our enterprises;
   So this paper concluded that: FDI has become an important force in promoting Zhejiang's economic development. It is an unrealistic job to talk about innovation of Zhejiang's enterprises if we neglect the FDI, However, the actual FDI to Zhejiang We should attach importance to existing promotion from FDI to innovation of enterprises,however, more to the increasing restraint
        Therefore Zhejiang should continue to strengthen the opening policy and improve our investment environment actively. We should exploit the good factors and avoid the bad ones in the course of attracting FDI and pay attention to the quantity of FDI. The govenvnent should play the more leading role in the innovation of the enterprises that should enhance the status of the main innovations in the national innovation system. And we should keep the unanimous goal of Zhejiang's economic development strategy and improving the ability of independent innovation along with using FDI ,and increase Zhejiang's comparative advantage benefit from the open economy.
