【摘要】本文在对行政问责的基本内涵进行全方位的诠释的基础上，提出了目前我国行政问责制所存在的弊端及其原因，结合近年来我国行政问责实践状况，借鉴国外及香港特别行政区高官问责制度，从行政问责制的主体和行政问责的具体制度等方面提出了我国行政问责制的完善对策。
