大宗商品现货电子交易平台的监管问题研究2

摘  要

大宗商品电子交易也称网上现货交易，是一种新型的现货交易模式，根据我国现货市场具体情况采用独特的B2B商业模式，其将电子交易与现代物流配送信息化相结合，能够实现大宗商品流通环节集成的高效管理，同时对现货商品交易市场进行改造与提升，是国内现货商品交易市场的未来发展方向。借助于现代物流和电子商务的最新技术手段，大宗商品电子交易市场更贴近于现货市场，发挥立足现货、提升现货、服务现货的基础功能。本文从大宗商品现货的概念和大宗商品现货电子交易模式现状出发，具体分析了目前我国大宗商品电子交易市场存在问题与风险：审批设立混乱、交易模式产生的交易风险、无效监管、监管机制缺乏、市场认识存在误区和缺乏管理团队及管理人才，最后结合问题提出了中国发展大宗商品现货电子监管对策建议：完善期货市场的监管制度、市场定位明确，行业自律加强、防范风险，对市场的经营主体行为进行规范、实现市场监测，完善市场的评价统计制度、推动信用体系建设以实现市场经济良好有效运行、培养合格的市场管理人才和专业的市场管理团队。

ABSTRACT

Electronic commodities trading also known as online trading, is a new type of spot trading mode, according to the specific situation of China's stock market by using the unique business model of B2B, the electronic transaction and modern logistics information technology combine,to achieve efficient management of commodity circulation integrated, at the same time to transform and upgrade the spot commodity trading the market, is the future development direction of the domestic spot commodity trading market. The new technology with the help of modern logistics and electronic business, electronic commodities trading market closer to the spot market, play the basic function based on the spot, to enhance the spot, service spot.Starting from the concept of commodity spot and commodity spot electronic trading mode status, a detailed analysis of the current China's electronic commodities trading market-problems and risk: examination and approval of the establishment of chaos, the transaction mode of transaction risk, ineffective regulation, supervision mechanism, lack of market-misunderstanding and lack of management team and management personnel, at last with the-proposed Chinese development of commodity spot electronic supervision countermeasures:improve the regulatory system of the futures market, market positioning clear, self-discipline,strengthen risk prevention, implement market monitoring standards, on the behavior of main business market, improve market system, promote the construction of credit evaluation statistics system to realize the effective operation of market economy, cultivate qualified market management personnel and professional marketing management team.
