影子银行的风险与监管

摘　要

　　近几年来，影子银行已经逐渐成为我国金融体系中不可缺少的一部分，它对我国经济起着重要的作用。但是，影子银行存在的风险已经初现端倪，成为影响金融稳定运行的潜在风险。本文重点分析了现阶段我国影子银行存在的风险并提出相对应的防范措施。风险包括：银行类金融机构相关业务存在的风险、非银行金融机构存在的风险、民间金融业务存在的风险等。并且从两个方面提出相对应的防范与监管措施。微观方面主要包括完善委托贷款信息披露机制、建立小额贷款行业协调发展机制、完善民间借贷金融监管、对地下钱庄综合治理等。宏观方面主要从政府和银监会两个层面，提出建立健全法律法规、加强监管广度力度、进行金融改革等防范措施。这不仅能够促进我国影子银行的健康发展，而且对于完善我国金融体系具有重要的现实意义。

ABSTRACT

In recent years, the shadow banking sector has gradually become an indispensable part of the financial system, it plays an important role in our economy. However, the shadow banking risks have emerged, has become a potential risks to financial stability. This paper focuses on the stage of China's shadow banking risks, and proposes the corresponding preventive measures. Risks include: Bank balance-sheet business risks, non-bank financial institutions risks, private finance and other business risks. And raised from two aspects corresponding preventive measures. Microscopic aspects of entrusted loans including improved information disclosure mechanism, establish a mechanism for the coordinated development of microfinance sector, improve financial supervision of private lending for the comprehensive management of underground banks and so on. Macro mainly from the two levels of government and the China Banking Regulatory Commission proposed to establish and improve laws and regulations, strengthen supervision breadth of efforts to carry out preventive measures such as financial reform. This is not only to promote the healthy development of the shadow banking, but also for improving our financial system has important practical significance.
