论罗斯福新政的就业与社会保障政策及其启示

摘要

 1929-1933年美国和其他资本主义国家相继爆发了空前严重的经济危机,美国的金融体系崩溃,大批工厂倒闭,近四分之一的劳动力失业,整个社会弥漫着萧条的气焰,已经到了崩溃的边缘。面对这样的局势，罗斯福上台后，采取激进的改革措施。在解决失业问题上，罗斯福政府采用救济的方法，前期国会通过联邦紧急救济法，成立联邦紧急救济署，将各种救济款物迅速拨往各州，是一种直接救济；而新政中真正大规模的就业工程是在它的第二阶段，把单纯的救济改为“以工代赈”，给失业者提供了从事公共事业的许多机会，并且还起到维护了失业者的自尊心的作用。救济的方法在很大程度缓解了失业的压力，使人民生活水平得到很大的改善。但是罗斯福还想到要制定一项能长久解决失业者问题的措施，于是在1935年颁布了《社会保障法》，正式确立了覆盖全国的救济福利制度。罗斯福的这些措施在解决大危机情况中的就业和贫困起到了非常重要的作用。在我国和谐社会建设的农村，也存在着剩余劳动力就业难的问题和农村社会保障项目不全与水平低的问题。因此，借鉴罗斯福新政的就业和社会保障政策对我国解决农村存在的相关问题具有重要的意义。

On Roosevelt's New Deal in the Employment and Social Protection Policies
and Inspiration

Abstract: 1929 to 1933 in the United States and other capitalist countries have an unprecedented outbreak of the severe economic crisis, the collapse of the financial system of the United States, a large number of factory closures, nearly a quarter of the labor force unemployed, the entire community filled with the arrogance of depression, had come to the brink of collapse . Faced with this kind of situation, Roosevelt took office, the radical reform measures. Roosevelt these measures in resolving the crisis situation in the employment and poverty has played a very important role. Building of a harmonious society in China's rural areas, there are surplus labor force in rural areas and the problem of incomplete social security and the problem of low level. Therefore, from Roosevelt's New Deal employment and social protection policies in the rural areas of China to resolve the related issues is of great significance.
