我国智力外流原因及对策研究
 【摘 要】  自20世纪60年代以来，智力外流一直是发展经济学讨论的重要话题之一。在当今信息时代和经济全球化的大背景下，智力外流现象更为突出。人力资本作为一国经济发展的重要促进因素，在本来就稀缺的发展中国家，还表现为不断扩大的外流，这将会对发展中国家产生沉重的打击。对于中国，一个13亿人口大国，实际的人力资本却仅有3万左右，而当下还存在着各种的智力外流，使得我国成为了最大的人才流失国。因此，分析中国的智力外流现象对于现处在劳动密集型产业转向技术密集型为主过程的我国是至关重要。本文着重通过分析中国智力外流在宏观与微观两方面的形成原因，及其双重影响，探究出适应于我国国情的政策，以减少我国的人才流失。

Impact, causes and countermeasures:
a study on China’s brain drain

 【Abstract】  Brain drain, a world-wide phenomenon, has never failed to ignite the scholars controversy since 1960s. With the information explosion and economic globalization, brain drain seems to be more severe. From economic terms, human capital is a vital factor to a country, especially developing countries. If brain drain occurred in a developing country, which already has less human capital, it will be dealt a major blow. China, which is a big country with 1.3 billion populations, is still affected by brain drain. Thus, it is crucial for China to analyze brain drain, especially in the developing progress from labor-intensive manufacturing to technical-intensive manufacturing. This dissertation aims to analyze the brain drain in both macroeconomics and microeconomics, and find out its effects and countermeasures.
