建筑工程现场的安全管理

摘要

近年来,随着改革开放的进一步深入，国家法律制度的不断完善《建筑法》、《建设工程安全生产管理条例》的先后实施，建筑市场有了长远稳定的发展，无论是数量还是质量都有明显的提高。施工安全事故的发生率也有明显下降。现在，施工现场的文明程度较之以往也有了较大的提高。这些可喜的变化与国家经济的发展、建筑业从业人员综合素质的提高以及行业主管部门加强管理是分不开的。但是应该看到，目前现在还有不少的施工现场不同程度地存在着安全隐患，有许多危险源还没有得到有效控制。施工现场管理人员的安全意识不强，安全生产资金投入不到位，安全管理人员配备不合理，安全教育考核制度没有真正落实，实际操作人员安全意识薄弱等现象还屡见不鲜。

建筑工程现场的安全管理是施工项目过程管理的一项重要内容，施工企业加强安全管理的重要性就在于实现安全管理目标。施工项目安全管理，就是施工项目在施工过程中，组织安全生产的全部管理活动。通过对生产要素过程控制，使生产要素的不安全行为和状态减少或消除，达到减少一般事故，杜绝伤亡事故，从而保证安全管理目标的实现。

abstract

In recent years, with the further deepening of reform and opening to the outside world, the legal system of the state continue to improve the "construction law", "construction safety management regulations" has implemented, construction market has a long-term stable development, both the quantity and quality are improved obviously. The construction safety accident rate has decreased significantly. Now, the degree of civilization construction site than in the past has been greatly improved. The overall quality of development, these changes and national economic construction industry practitioners to improve and strengthen the management of the Department in charge of industry are inseparable. But should see, now there are a lot of construction site there are different degrees of security risks, there are many sources of danger has not been effectively controlled. Construction site management personnel safety awareness is not strong, safe production funding is not in place, safety management personnel is not reasonable, safety education evaluation system is not truly implemented, the actual operation personnel safety awareness is weak also common occurance.

The safety management of the construction site is an important content of construction project management, the importance of strengthening the safety management of construction enterprises is to realize the goal of safety management. Safety management of construction project is the construction project in the construction process, all the management activities of the organization of production safety. By controlling the factors of production process, the production elements of the unsafe acts and conditions to reduce or eliminate, reduce the general accident, to prevent accidents, so as to ensure the realization of the target of safety management.
