摘 要

随着建设项目的市场经济化，工程造价管理的成功与否直接影响到建设项目的投资效益。建设项目的工程造价管理已不再是局限于事后结算，而是逐步向前移，注重整个建设项目的全过程造价管理。本文通过工程造价管理的历史发展以及国内外工程造价管理的对比引出了建筑项目全过程造价管理的概念，然后就建筑项目的各个阶段的造价管理进行了具体的阐述，项目全过程造价管理贯穿项目的投资决策阶段、设计阶段、招投标阶段、项目实施阶段、竣工结算审计阶段等各个阶段，使工程造价全面真实的反映了资金投入情况和企业管理水平。如何合理、有效利用和分配有限的建设资金投入，在不变规模、标准、工期和不降低质量的条件下，降低工程造价，节约投资成本，以提高建设项目投资的经济效益和社会效益，因此加强对建设项目全过程造价管理成为当前迫切需要研究的重要课题。

ABSTRACT

 

    Along with the economic market construction project, project cost management success or not, affects the construction projects investment benefits. The construction of the project construction cost management has is no longer limited to later settlement, but gradually move forward, pay attention to the whole process of the construction project cost management. This article through the project cost management and the historical development of the domestic and foreign project cost management way of comparative raises building whole project cost management concept, and then building all phases of project cost management and in detail, the whole project cost management of project investment decisions through stage, design stage, the bidding phase, project implementation stage, completion settlement auditing stage and so on each stage, the engineering cost fully reflected the capital investment and enterprise management level. How to reasonably and effectively use and allocation of the construction of the limited funds, and in the same scale, standard, time limit and not reduce the quality conditions and cut down engineering cost, save investment cost, so as to improve the investment of construction projects of the economic efficiency and the social efficiency, strengthen the construction of the whole process of project cost management become the urgent need to study important issue.
