工程项目中监理对施工质量控制的研究

本文从建设工程质量及其控制的基本概念入手，结合国内外质量管理和建设监理的现状及发展趋势，对质量控制的理论、思想、方法进行了分析。并以改建工程京燕正太大厦为例，详细列举了监理在该工程的质量控制过程中遇到的5大问题：监理实施细则没有针对性；未经批准层层转包；部分专业施工队水平低下；对工程原设计（图纸）内容的熟悉不够；施工标准不明确。然后分析了问题产生的两大主要原因：监理经验不足造成缺乏针对性和建筑市场的不规范性。最后根据问题产生的原因及出现的问题提出了项目工程质量控制的对策，重点叙述了改建工程中监理质量控制工作的实施要点，并提出了用FIDIC合同条件规范建筑市场以更好的进行质量控制的对策和建议。

本文的案例主要是关于工程监理质量控制方向的。案例的分析方法追根溯源。主要是通过改建工程京燕正太大厦的延期这一现象，找出了这一改建工程中存在的问题，并深入分析了问题产生的原因，并最终提出可行性建议。引进国际咨询工程师联合会(FIDIC)编制的通用土木工程师合同条件，明确了监理工程师对分包商的管理的方法，同时也加强了对分包商的制约。

Abstract

This article starts from the basic concept of construction engineering quality and control the start, combined with the status quo and development trend of domestic and international quality management and construction supervision, the quality control theory, thoughts, methods are analyzed. Finally, according to the problems and reasons of the problems and puts forward some countermeasures for project quality control, mainly describes the reconstruction project of the implementation of the supervision of quality control points, and the FIDIC conditions of contract regulating the construction market in order to better control the quality the countermeasure and suggestion.

This case is about engineering supervision quality control direction. Find by hard and thorough search analysis case. Mainly through the reconstruction project flycatcher teenage boy building extension of this phenomenon, find out the existing problems in the rebuilding project, and analyzes the causes of the problems, and finally puts forward feasible suggestions.
