绿色运输理论与实现路径的探析

摘要

 本文研究的是绿色经济发展模式下绿色运输理论与实现途径探究问题。绿色经济是一种实践可持续发展理念的经济发展模式，目标是最有效的利用资源和保护环境，而绿色运输是在运输过程中抑制运输对环境造成危害的同时，实现对运输环境的净化，减少资源的消耗，使运输资源得到最充分的利用。文章从绿色经济和绿色运输的内涵和原则出发，论述了绿色经济和绿色运输的发展是相互促进、良性互动的。绿色运输就是绿色经济在运输领域内的实现。我们通过研究认为，绿色运输应该是环境友好型运输、资源节约型运输并且应该建立科学有效的危险品运输预警与应急处理机制。环境友好型运输是将运输过程中的大气污染和噪声污染降到最低；资源节约型运输是包括对道路占用土地的集约使用、对运输车辆的集约使用以及对车辆的燃料消耗的节约。对于绿色运输的实现途径，传统途径主要由政府、企业、公众三个层面实施。政府可以通过建设智能运输系统、提倡共同配送、大力发展第三方物流以及加强对企业的微观管制来达到资源节约和环境友好的目的，企业在政府的产业政策和环境规制政策的引导和限制下可以通过实施复合一贯制运输和线路优化等最优化策略来实现发展绿色经济和企业盈利的双赢模式，公众则应加强监督职能。新型方法方面，基于ITS的物流运输系统建设施主流方向，本文重点介绍了相关的研究成果。

ABSTRACT

    This article studies the question about the sustainable transport under the development of the Sustainable economy. Sustainable economy is a concept of sustainable development model of economic development objective is the most effective use of resources and environmental protection, and sustainable transport is Inhibition of transport in transit damage to the environment while achieving the purification of the transport environment, reduce resource consumption, so that transport resources can be most fully utilized. Article from the Sustainable economy and sustainable transportation of meaning and principle, discussed the Sustainable economy and sustainable transport development are mutually reinforcing, positive interaction. Sustainable transport is the Sustainable economy achieved in the transportation field. We believe that through research, sustainable transport should be environment-friendly transport, resource-saving and should establish a scientific and effective transport of dangerous goods transport mechanism for early warning and emergency response. Ways to sustainable transportation, the traditional way mainly by government, business, public implementation of three levels. Governments can build intelligent transport systems, promote common distribution, third party logistics to develop and enhance the micro businesses to achieve control of resources purpose of conservation and environment-friendly enterprises in the government's industrial policy and environmental regulation and policy guidance and constraints can consistent through the implementation of complex transportation and route optimization system to optimize the development of green strategies to achieve win-win economic and corporate earnings patterns, the public should strengthen the oversight function. New methods, based on the logistics transport systems ITS mainstream facilities, this article focuses on the related research results.
