摘要

南京江北地区的行政管理体制急切应该被整理出条理并构造出一套新的体制方案，由于江北地区在过去隶属于不一样的行政整体，它的行政区域划分相互交错，三个示范区、两个园区与统辖集中在一起的工业园区以及被开发的区域阶级繁多，而且各个功能模块相对来说杂乱无章。本文起初列明了设立江北新区的行政管理体制中会遇到的问题以及机会，其次在江北新区关注的核心领域中找到需要改进的问题，并表明自己的想法和提议，最后需要联合新区的现实发展状况，并在其他国家级新区的建立和成功改革中汲取有效经验。笔者在经历多次的探索以及查看大量资料后发现，江北新区可以试着去构造一种“镶嵌模式”的行政管理体系：将一些新型的主要管理体制和新区以前就有的行政架构相互嵌套，如管委会的管理，然后在让行政区和功能区的相互作用，重新构造与管理主体之间有差异的行政关系，来建立一个崭新的管理体制。

Abstract

The administrative management system of Jiangbei area in Nanjing should be sorted out urgently and a new system scheme should be constructed. Because Jiangbei area belongs to different administrative entirety in the past, its administrative division is interlaced with each other. There are three demonstration zones, two parks and industrial parks which are centralized under the jurisdiction and developed regional classes, and each functional module is relative. It's a mess. At first, this paper lists the problems and opportunities in the establishment of the administrative system of Jiangbei New Area. Secondly, it finds the problems that need to be improved in the core areas concerned by Jiangbei New Area, and shows its own ideas and proposals. Finally, it needs to unite the actual development situation of the New Area and draw effective experience in the establishment and successful reform of other new zones. After many explorations and consulting a large amount of data, the author finds that Jiangbei New Area can try to construct an administrative management system of "mosaic mode": nest some new main management systems and administrative structures that existed before the new area, such as the management of the management committee, and then let the interaction between the administrative area and the functional area, reconstruct and manage the main body of the system. Different administrative relations, to establish a new management system.
