我国地方政府社会治理创新研究

随着市场经济的不断发展和政治体制的不断完善，我国地方政府的社会治理方式也在不断的深化和改革。党的十九大报告指出，当前我国的社会主要矛盾已经转化为“人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾”。同时指出，人民群众对美好生活的需要日益广泛，不仅对物质文化生活提出了更高要求，而且在民主、法治、公平、正义、安全、环境等方面的要求日益增长。为了有效回应这些新需要，解决社会的新矛盾，党的十九大报告在加强和创新社会治理领域，提出要建立共建共治共享的社会治理格局，加强社会治理的制度建设，提高社会治理的社会化、法治化、智能化和专业化水平，维护社会和谐稳定，确保国家长治久安、人民安居乐业。根据当前国际国内新形势，加强和创新社会治理已经成为推进我国治理体系和治理能力现代化的一项重要任务。

本文基于社会治理的基本含义以及当前存在的突出问题，探讨社会治理创新的对策与方法。

English summary

With the continuous development of the market economy and the continuous improvement of the political system, the social governance of local governments in China is constantly deepening and reforming. The report of the 19th National Congress of the Party pointed out that the current major social contradictions in China have been transformed into "the contradiction between the growing needs of the people for a better life and unbalanced and inadequate development." At the same time, it pointed out that the people's needs for a better life are becoming more extensive. They not only have higher demands on material and cultural life, but also have increasing demands on democracy, the rule of law, fairness, justice, security and the environment. In order to effectively respond to these new needs and resolve new social contradictions, the 19th CPC National Congress report, in the field of strengthening and innovating social governance, put forward the need to build a pattern of social governance that is shared and shared by all and to strengthen the institutional development of social governance. We will improve the socialization, rule of law, intellectualization and specialization of social governance, maintain social harmony and stability, and ensure that the country has lasting peace and security and that the people live and work in peace. According to the current international and domestic situation, strengthening and innovating social governance has become an important task to promote the modernization of China's governance system and governance capacity.

Based on the basic meaning of social governance and the outstanding problems, this paper discusses the countermeasures and methods of social governance innovation.
