摘  要

中华人民共和国自成立以来在经济、政治、文化等方面取得了卓越的成绩，但同时因为市场经济的迅猛发展，大量的腐败行为不断滋生，加强地方政府廉政建设迫在眉睫。廉政建设不仅具有利于提高地方政府的执政能力和公信力，确保各地方政府的执政地位，还具有利于为社会主义建设提高强大的物质基础、社会基础、群众基础和精神支撑等作用。但是在廉政建设的实践过程中各地方政府仍然存在着监督主体整体功能难以发挥、廉政建设的制度不完善、反腐败的法律体系不健全等问题，而通过加强地方政府廉政文化建设、加强地方政府党风廉政制度建设和完善地方政府权力监督机制等方式，为地方政府廉政建设的路径选择提供依据。

Abstract

The People's Republic of China has made remarkable achievements in economy, politics and culture since its establishment, but at the same time, due to the rapid development of market economy, a large number of corrupt practices have been growing, so it is urgent to strengthen the construction of clean government in local governments. The construction of an honest and clean government is not only conducive to improving the governing capacity and credibility of local governments, ensuring the governing status of local governments, but also conducive to improving the strong material, social, mass and spiritual support for socialist construction. However, in the practice of building a clean and honest government, there are still some problems existing in local governments, such as the difficulty of exerting the overall function of supervisors, the imperfection of the system of building a clean and honest government, and the imperfection of the legal system of anti-corruption. By strengthening the construction of a clean and honest culture of local governments, strengthening the construction of a clean and honest system of party conduct of local governments and improving the supervision mechanism of local government power, local governments can be honest The construction path choice provides the basis.
