论我国农村公共产品的供给和政府作用

摘   要

     农村公共产品作为公共产品的一个分支，是社会总产品的一个大类，是农村经济社会发展的必需品。它的供给问题在当前构建和谐社会，全面建设小康社会，建设社会主义新农村中地位举足轻重。因此，必须对其供给问题予以关注。文章从公共产品的界定、特征及其分类和农村公共产品的定义和组成部分出发，对我国农村公共产品供给现状的分析，综述了我国农村公共产品供给中存在的问题并分析了其成因。在此基础上，从政府职能和政府在公共产品供给中应发挥的作用出发，提出了相关解决问题的对策和建议。阐述了建立健全公共产品供给机制的重要意义。

ABSTRACT

Rural public goods，as a branch of public goods，is a substantial category of aggregate social product and the necessity for the development of rural economy。The supply problem of rural public goods plays a vital role in the process of building a harmonious socialist society，constructing a moderately prosperous society in all respects and establishing a new socialist village。Therefore we should pay much attention to it。This dissertation initiatively put out the definition，characteristics，category and constitution of public goods，gives an analysis on current situation of supply of public goods in rural areas，makes a synthetic survey of the existing problems about the rural public goods supply with the causes included，then basing on the preceding discussion，This Dissertation further makes the strategies and suggestions through the view of governmental function and action and lastly interprets the significance of founding and perfection of the system of public goods supply。
