摘  要

    在当今世界众多国家和地区中，国家结构形式各不相同，大体可分为单一制和复合制。中国和法国是典型的单一制国家，由于意识形态和社会制度等的不同，在地方政府设置原则、地方政府制度和地方政府制度改革等方面表现形式也不一样。比较分析中国和法国在地方政府制度方面的差异，从中总结出各自的优点和缺点，对我国地方政府政治体制建设具有借鉴意义，为中国特色社会主义政治建设提供参考。

关键词：单一制     地方政府制度     权力下放

China and France local government systenm comparison

ABSTRACT

   Nowadays, the national structures of many countries and region in the world are various. Generally, they can be divided into the single system and the composite system. China and France are the typical single system, because their principles of setting up the government, they are also different, the central-local relations, as well as the reforming of the local government are different，so their ideology and social systems are different. try to compare and analyze the difference in local government of China and France, then we may find out the  respective advantages and disadvantages of our government , which is useful for our china’s local government building, as well as the political construction of socialism with Chinese characteristics reference.
