论公务员职业道德建设

[摘  要]公务员是国家职能的具体执行者和实施者，是行政活动的决策者、组织者、指挥者。党和国家高度重视我国公务员的职业道德建设。公务员职业道德建设是整个社会道德风尚的关键，它关系到各行各业的职业道德和整个社会的道德风气，同时也关系到社会主义现代化建设的成败。因此，加强公务员职业道德建设理论和实践研究，对建设具有中国特色社会主义现代化国家、构建社会主义和谐社会具有十分重要的理论意义和现实意义。
 本文以公务员职业道德建设的科学理论为指导，从分析我国公务员职业道德的现状及存在的问题入手，充分肯定我国公务员职业道德的主流是积极进步的，同时也清醒地看到我国公务员职业道德建设存在着严重失范的现象，认真总结分析了引发我国公务员职业道德建设问题的成因，充分认识到加强我国公务员职业道德建设的必要性和重要性，探寻一条符合我国国情的公务员职业道德建设路径，建构具有中国特色的公务员职业道德建设体系。

[Abstract] Civil servants are concrete executor and implementer of the functions of the state, is the administrative activities of the decision maker, organizer, leader. The party and the country attached great importance to occupation moral construction of civil servants in our country. Occupation moral construction of the civil service is the key to the whole social morality, it is related to the success or failure of socialist modernization construction, but also related to all walks of life, occupation morals and social morals. Therefore, strengthen the occupation moral construction research of construction with Chinese characteristics, has important theoretical significance and practical significance of socialism modernization country, building a socialist harmonious society.
 Taking the Marxism-Leninism, Mao Zedong thought, Deng Xiaoping theory, the important thought of "Three Represents" and the scientific outlook on development of civil servants occupation moral construction of scientific theory as a guide, from the analysis of present situation of civil servants occupation morality in China and the problems existed, fully affirmed the mainstream civil servants occupation ethics in our country is positive, rising, progress, while also clearly see occupation moral construction of civil servants in China exists serious anomie phenomenon, conscientiously sum up the analysis of the cause of China's occupation moral construction of civil servants, to fully understand the strengthening occupation moral construction of civil servants in China the necessity and importance, to explore a line with China's national conditions of civil servants occupation moral the construction of the path, the construction of Chinese characteristic civil servants occupation moral construction system.
