PLC在停车场智能控制管理系统应用

摘要

我国目前机动车停车场的类型可分为三大类、六小类，三大类是指路外停车场、居住区停车场、占道停车场；六小类分指路侧占道、公共场地、立交桥下、公建配建、路外公共、居住区。而遇到的困难是对停车管理的重要性认识不足，还没有把停车场建设与停车管理作为一个产业来发展；二是停车场规划、建设和管理严重滞后，在城市规划中，停车场规划还没有得到足够的重视，我国已颁布的建筑物配建停车场指标十年不变，难以适应现实停车需求；三是停车场建设资金缺乏，政府对停车场建设的资金投入力度弱，投资渠道单一，缺少优惠政策扶植和引导；四是停车管理体制不顺、管理多头化、分工不清、缺少协调、管理混乱的现象普遍存在；五是停车场管理法律法规不完善，缺少有关停车场规划、建设、执法的法律和法规，原有的单项法规和政策已不适应当前的新情况。
通过对可编程控制器PLC的运用，国外一些发达国家对停车场的建设相对比较成功，拿一水之隔的日本来说，日本政府为促进停车产业发展，鼓励民间资金投向停车场建设，中央政府、地方政府、公共机关、金融机构都制订对停车场建设和经营给予资金和税收上的优惠政策。同时，严格执行车辆登记时必须提供停车泊位证明。由日本政府颁布的“车库法”予以保证，从1962年先在大城市实施，共用10年时间在日本全国普及，该法为日后汽车保有量大量增长时期的规范化停车管理打下了基础。日本较完善的停车场指南和停车诱导系统。日本建立提高停车场利用率和方便驾车者的信息系统，通过信息显示牌向寻找停车场的驾车者提供空闲停车场的位置和停车位的满空状况，以及诱导路线指南等信息，最大限度地提高了停车场的使用率。

Abstract: The type of the motor vehicle parking area can be divided into three big classes , six small kinds at present in our country, three big classes are to show the way at the other parking area , inhabited region parking area , take a parking area ; Six small each show the way side account for dish , public place , overpass , common to build construct , public , inhabited region outside the road. And difficulty that run into to park importance of management know insufficient , build and park management not to is it develop to come parking area as one industry yet; Second, parking area planning , construction and management lag behind seriously, in the urban planning, plan not to get enough attention yet at the parking area , the building that our country has already issued constructs the index of the parking area and does not change for ten years, demand that it is difficult to meet reality to park; Third, the shortage of funding that the parking area is built, government's fund input power to parking area construction is weak, the investment channel is single , lack the preferential policy to foster and guide ; Park management system obey , manage bull , divide the work clear , is it coordinate to lack , phenomenon of manageral confusion generally exist; Fifth, it is not perfect to manage the laws and regulations at the parking area , the laws and regulations lacking the relevant parking areas and planning , building , enforcing the law, the regulation and policy of already existing individual event have not adapted to the present new situation yet.
Some foreign construction of the parking area of developed country relatively relatively succeed, ones that take by one water through Japan come it say,Japanese the governments , for promoting not parking there aren't industry, encourage the nongovernmental fund to invest in parking area construction, central government , local government , public organ , financial institution all make and build and manage preferential policy on the fund and tax revenue to the parking area .Meanwhile, must be offered and parked while carrying out vehicle registration strictly the berth is proved. " garage law " issued by the Japanese government guarantees , implemented in the big city first since 1962, popularize in the whole country of Japan in 10 years altogether, this law has parked and managed and laid the foundation for the standardization of period of a large number of growth of recoverable amount of the automobile in the future . Japan's more perfect parking area guide and parking to lead the system. Japan sets up the information system of improving the utilization ratio of the parking area and facilitating motorists, show through information card to look for motorist of parking area offer idle position and all over empty state of parking stall of parking area, and lead guide to the route ,etc. information , improve the rate of utilization of the parking area to the maximum extent.
