当前村级财务管理中存在的问题和对策

摘要

村级财务管理在新农村建设中，是衡量农村基层党风廉政建设的重要标准之一。它也是合理配置农村集体资本资源，发展和壮大集体经济的基本保证。村级财务管理的质量直接影响着农村集体经济的健康发展和村级社会政治稳定。随着农村改革逐渐推进，农村出现多样化经济组织，其经济结构也变得更加复杂，利益和分配方式也逐渐丰富起来，农村财务管理工作日趋复杂，相当一部分村财务管理基础薄弱，无序;基层党委政府面临的紧迫任务。如果村级财政问题得到妥善解决，不仅可以使干部群众关系合理化，加强干部的领导作用，还促进农民群全身心投入到农村经济建设中来。在社会主义农村建设中，广大人民的共同经济发展与实现文明富裕的乡村目标是管理民主的重要目标之一。

本文以等喊旺村为例，阐述了当前等喊旺村村级财务管理中存在的问题及产生的原因，并提出了相关建议。

abstract

In the construction of new countryside，village financial management is one of the important standards to measure the construction of rural grass-roots Party conduct and clean government.It is also the basic guarantee for the rational allocation of rural collective capital resources and the development and expansion of collective economy.The quality of village-level financial management directly affects the healthy development of rural collective economy and the social and political stability of village-level.With the gradual advancement of rural reform，diversified economic organizations have emerged in the countryside，and their economic structure has become more complex，their interests and distribution patterns have gradually enriched.Rural financial management has become increasingly complex，and a considerable number of villages have weak and disorderly financial management foundation.The urgent tasks faced by the grass-roots Party committee government are also urgent.If the village-level financial problems are properly solved，it will not only rationalize the relationship between cadres and the masses，strengthen the leading role of cadres，but also promote the whole-hearted devotion of farmers to rural economic construction.In the construction of socialist countryside，the common economic development of the broad masses of people and the realization of a civilized and prosperous countryside are one of the important objectives of management democracy.

Taking Waiyawang Village as an example，this paper expounds the problems existing in the current financial management of Waiyawang Village and their causes，and puts forward relevant suggestions.
