江西大岭山风力发电实施CDM战略的效益分析

摘   要

     清洁发展机制（CDM）是一种“双赢”的机制，但目前国内企业对其为发展中国家带来的难得机遇反应较慢。
本文建议江西星子县大岭风电场工程实施CDM战略，并对战略的实施进行了利益分析，以期能够给更多国内可持续能源开发工程对CDM的利用有所启示。文章认为，企业自身的收益包括碳交易的直接收益和外来技术支持，而社会效益则表现在经济和自然环境等多方面：新贸易手段的实践；有利于吸引高质量的国际投资；有利于控制污染、保护资源；有利于保障经济较高的增长速度；有利于有效应对绿色贸易壁垒；有利于促进国际收支平衡。文章最后提出江西星子县大岭山风力发电实施CDM战略需要注意的问题，包括CDM的额外成本和使经济收益最大化的技巧等。

Abstract

Clean Development Mechanism（CDM）is a “win-win” mechanism, but corporation  in our country are not reacting quickly to the god-given  opportunity it has brought for our developing countries.
This thesis suggests that CDM strategy should be implemented in Daling wind power generation program of Xingzi County and analyzes the advantages to do so, in order to give some revelation to the utilization of CDM in more and more sustained resources development projects. In the author’s point of view, the earnings of the enterprise includes the direct earning of Carbon trade and tech-support from outside. And the social benefits embody in many aspects such as economy and natural environment etc. The practice of new trade method is good for attracting excellent international investment, reducing pollution and saving resources, guarantee high-speed development of economy, facing green barrier and accelerating the balance of international payments. At last the thesis puts forward some problems should be paid attention in CDM strategy of Daling wind power generation, including the extra cost and techniques of maximizing the economy benefits.
