电子垃圾引起的欧盟“双绿指令”问题的分析

摘     要

       随着信息产业和电子产业的飞速发展，由此带来的电子垃圾的数量也迅猛的增加，在这种背景下，欧盟颁布实行了“WEEE”和“ROHS”指令，简称“双绿指令”。两个指令的实行无疑造成了中国机电业的绿色壁垒门槛的提高，对中国机电业的发展有重大影响。我国相关行业的企业面对欧盟的“双绿指令”应如何采取措施来应对该指令对它们的影响，这是本文着重研究的问题。本文先通过对当今世界电子垃圾大量增加的背景和绿色壁垒新的发展趋势的描述，分析欧盟为何出台“双绿指令”以及该指令出台后对我国相关行业的影响，再分析我国企业应如何应对欧盟的“双绿指令”。文章最后在前面分析的基础上联系到我国的电子垃圾回收体系的建立与发展，并指出以后的发展方向是：走循环经济之路；完善法律及相关制度；走产业化发展道路等。

Abstract

With the improvement of IT industry and electric industry, the quantity of the electric waste increases at full speed. Under this kind of background, European Union promulgates the directives of the “WEEE” and “ROHS” which were also referred to as “double green directives”. The implementation of the directives improve the difficulty of cross over green trade barrier for Mechanical & electrical industry, and have a big impact on the Mechanical & electrical industry. Through to the background of electric waste massive increase and the development tendency of green barrier description, analyzes why the European union promulgates the “double green directives”, as well as this directives appear to the influence of related profession, then the writer will analyzes how the enterprise deal with the “double green directives”. At the end of paper, the writer makes some important suggestions on building and developing the recycling system of Electric waste.
