摘要

网络反腐，是互联网时代的一种群众监督的新形式。中共党校出版社2009年出版发行的《中共党建辞典》收录了“网络反腐”的词义，这是互联网在反腐败中的作用得到中国执政的认可的一个重要标志。对网络反腐的深入研究有利于抓住网络带来的机遇，充分发挥网络的正面效应，实现了反腐与网络的良性互动。本文笔者认为网络反腐只是制度反腐的一个补充，并不能取代制度反腐。要想充分发挥网络反腐的作用，就必须完善相关的法律制度。本文主要通过文献研究法、定性分析法、功能分析法来研究网络反腐的定义、性质、特点、形式等，进一步探讨网络反腐在制度规制方面存在的不足，提出相关的解决方案。

Abstract: The net-work anti-corruption is a supervisory pattern in the Internet era. The Dictionary of CPC Construction which was published in 2009 by the school of the CPC press had already put the net-work anti-corruption into the dictionary, which was a widely recognizable symbol that fully embodied the effects upon the network anti-corruption through cyber space. The profound research of the Internet dose great favor to grasp opportunities which is offered by the net-work, meanwhile tremendously exerts great effects on the positive sides and forms a virtuous circle between anti-corruption and the Internet. The net-work anti-corruption is merely a complement under the legislative system and can never ever be replaced by the Internet one which is strongly supported by the author. The law institution must be perfected if the influences of anti-corruption in cyber fields are longing for its prevalence. The paper aims at exploring the definition, natures, characteristics, forms and further discussing the demerits of the net-work anti-corruption and offering some relevant solutions through the literature research method, the way of qualitative analysis, function analysis method.
