WTO制度下的中国稀土出口问题研究

摘要

本文从WTO制度下中国稀土出口现状入手，通过定量、定性分析及比较分析的研究方法，全面分析中国稀土的储量、出口的供需形势、出口结构及走向，来揭露稀土出口中的问题。分别针对出口量过大、出口管理监管力度不够及高端技术滞后三个主要问题，阐述问题产生的原因，并寻求到恰当的应对策略，包括：通过出口配额和建立战略储备控制出口数量；加强出口管理，营造良好出口环境，提高行业准入门槛，建立行业协会；提高稀土产品科技含量和国际竞争力。

Abstract

This article from the current situation of China's rare earth export under the WTO system, through quantitative and qualitative analysis, and comparative analysis research method, a comprehensive analysis of China's rare earth reserves, supply and demand situation, the trend of the export structure and export, to reveal the problems of rare earth export. Too much on exports and export management regulation is not enough, and high-end technology lags behind the three main problems, this paper expounds the formation causes of the problem, and seek to appropriate coping strategies, including: through the amount of export quotas and set up strategic reserves control; In order to strengthen the management of export, and create a good environment for exports, and improve the industry admittance threshold, establish industry association; Raise content of science and technology of rare earth products and international competitiveness.
