浅谈对施工阶段的工程项目成本的管理控制

摘  要：随着我国市场经济体制的建立和逐步完善，建筑施工企业面临激烈的市场竞争，工程项目成本控制是工程建设项目管理的一个核心部分，贯彻于工程建设的全过程，是在投资决策阶段、设计阶段、招投标和施工阶段中采取有效措施，把工程项目建设发生的全部费用控制在批准的限额内，并随时纠正发生的偏差，以保证投资估算、设计概预算和竣工决算等管理目标的实现，以求在建设过程中合理使用人力、物力、财力，获得更大投资效益和社会效益。只有解决这些造成施工项目成本不必要浪费的因素，才能使施工企业在市场经济下的企业竞争浪潮中摆脱困境，立于不败之地。本文主要运用项目管理理论中的成本管理知识，结合A项目的施工实践，探讨了针对当前项目成本管理中存在的主要问题，提出了相对应的解决对策，力争在工期范围内，低消耗、高质量地完成工程项目，最终实现降低项目成本的目标，提高工程项目的利润水平。

Study On Management and Control Of The Project Cost During The Construction Phase

Abstract: Today the economy market is developing very fast, there are much more fierce competition among the construction projects, and the main contents of the economy market are the quality contraction and price competition. The object of this paper is to research the way and means of controlling the construction projects’ cost and improving the profit. Every Organization of construction project will raise the level of competition for Consolidate its own power, so they will pay more attention to the cost management of construction projects. The targets to study the theories of cost management are meaningful. Through taking the A building construction project for example to exposit the process of cost management, we have been gained the experience that improving the level of cost management. In the process of practice, according to the characteristics of the project, the development of rational resource planning, and consistent with the market to maintain the status quo, even if changes in the budget plan, adjust the progress of the project. Eventually realize the goal of reducing the project cost and improving the profit level of the project.
