摘  要

在当前日益激烈的市场竞争条件下，建筑市场的价格压得很低，利润空间越来越小，因此加强工程项目的成本管理就成为建筑企业管理的重中之重。但是造价控制体制还处在起步阶段，还在慢慢的摸索着前进。进入市场经济时期，许多国外先进的造价控制理论思想、控制方法引入到我国，在新的管理模式下，造价控制开始健全、科学化。目前国内的很多企业造价控制的都很好，在取得利润的同时也为社会节约了资源。控制工程造价不单要避免资金超过限额，更重要的是要提高各项资源的使用率，让有限的资源发挥更大的作用。施工阶段是由图纸转化成实体的关键阶段，变化因素复杂，细微的改变可能就导致大量成本浪费，造成成本失控。施工阶段造价控制与其他阶段的联系十分紧密，本文采取合理的措施，解决项目中存在的影响造价的问题，对施工阶段工程造价实施有效的控制，降低成本。凭借对A公司以往造价失控项目的经营情况进行研究，发现在项目中存在合同管理不善、现场施工管理混乱等问题。从项目整体考虑，深入探讨影响施工阶段造价的各个因素，着重分析施工组织设计、工期、工程变更等因素的影响作用提出系统的控制方法，实现对造价的有效控制这一目标。

Abstract

In today's increasingly fierce market competition, the construction market price is very low, the profit space is getting smaller and smaller, so to strengthen the cost management of construction projects has become the top priority of the construction enterprise management. But the cost control system is still in the initial stage, is still slowly groping forward. Enter the market economy period, many foreign advanced cost control theory, control method is introduced to our country, in the new management mode, the cost control began to sound, scientific. At present, many domestic enterprises cost control is very good, in the profits, but also for society to save resources. Control project cost is not only to avoid capital exceeding the limit, it is more important to improve the utilization of the resources, so that limited resources to play a greater role. Construction phase is the key stage of the transformation from the drawings into the entity, the change of the factors are complex, subtle changes may lead to a large number of costs, resulting in cost control. Cost control in the construction stage and the other stages have very close connection, this paper adopts reasonable measures, to solve the problem existing in the project cost of, the implementation of effective control of the construction phase of the project cost, reduce the cost. By virtue of the A company in the past cost out of control project management situation, found that the project exists in the contract management, site construction management confusion and other issues. From the project overall consideration, deeply discuss the influence the construction phase of the cost of each factors, focuses on the analysis of the effect of construction organization design, time limit for a project, engineering change, such as factors system control method is put forward, and achieve the aim of effective control of cost.
