贵州“三化”进程中农村“空心化”问题研究

——以道真县桥塘村为例

摘要：随着贵州“三化”进程的推动，桥塘村“空心化”现象日趋严重，具体表现为：核心劳动力流失，村子的发展跟不上村民的要求，“三留人口”比例过大，政策扶持力量薄弱等方面。这些问题使桥塘村面临着劳动力不足、农村文化教育欠缺、土地荒芜、农业传统技术丢失、农村经济衰退等问题，制约了桥塘村的发展；必须采取提高种粮补贴，适度引进资金开发本地特色旅游项目，合理组建技术型生产承包队伍，加强农耕机械化，加强村子基础建设与服务完善等措施，来解决桥塘村的“空心化”问题。针对我国农村“空心化”日趋严重的现实，我国应该更加重视城市与农村发展过程中的协调，重新规划农村发展，把农村现代化作为新农村建设的重点，努力提高农村教育水平等。

For rural "hollowing out" the increasingly serious reality, we should pay more attention to the coordination of urban and rural development process, re-planning of rural development, rural modernization as the focus of the new rural construction, efforts to improve the level of education in rural areas.

1 绪论

目前，随着贵州工业化、城镇化、农业现代化的快速推进，出现了大量农村劳动力涌入城市的现象，造成农村“空心化”，桥塘村也不例外。农村“空心化”不利于生产力的提升，同时也削弱了原本的土地资源，不利于桥塘村社会主义新农村建设政策的贯彻执行，及桥塘村区域经济的发展，同时也影响了桥塘村居民生活水平的提高。因此，本文对于此进行现实状况的深入了解，通过实地考察、访谈、查询文献的方法进行深入研究，力求找出这一问题存在的根源，并且给与一套合理的解决方法，希望能够给与当前桥塘村“空心化”现象以解决方法，同时能够配合农村相关政府部门在出台相关规定时提供一些参考，通过于此加强桥塘村新农村建设与发展，协调城乡关系，加强对于农村资源的合理利用与保护的重视，有利于桥塘村社会主义新农村的构建。
