As we know ,Nowadays English language is become no only more and more popular in china but also over the world,it become the second language learning in most of the country.Because of the relationship between language and culture, English learning is not only the language learning but also the culture learning.The purpose of learning a language is to communicate. Communication is an important means of expressing yourself because there exists different ways of expression and also different kinds of communication depending on the culture you belong to. The way of communicating will not be the same as other countries and it is important to know some values of other cultures.So the language, culture and communication constitute the system of human activities.How to communicate to other country and learn different culture ,the Oral English is the Basic element,which plays an irreplaceable role in communication.

Domestic Research Status
Zhao and Jiang(2003, p.332) stated that in any language teaching,language should be regarded as tool of cross-cultural communication to be imparted; and only in cross-cultural communication can learners know how to speak that language appropriately and accurately. Different countries have different cultures. Culture is the collective programming of the mind which distinguishes the members of one category of people from another.People of different nationalities and different countries have different culture; someone said that the culture is a complex social phenomenon. The process of communication is people to use the language of social and cultural knowledge, so language learning and understanding language reflects the cultural background knowledge is inseparable with the increasing exchanges between countries. Cross-cultural communication has become an unavoidable reality.People from different cultural backgrounds come together,should be have good Oral English communication.

Foreign Research Status
Samovar, Porter and Stefani (2000, p.48) stated that “More precisely, cross-cultural communication is communication between people whose cultural perceptions and symbol systems are distinct enough to alter the communication event.” Lustig and Koester (1993) put forward a more comprehensive definition“Intercultural communication is a symbolic, interpretive,transcription, contextual process in which the degree of difference between people is large and important enough to create dissimilar interpretations and expectations about what are regarded as competent behaviors that should be used to create shared meanings”. In general,cross-cultural communication is defined as the process in which people with different cultural background communication. It involves interdisciplinary. In English language learning, culture and communication constitute a major part of it, which is also the main focus of research in cross-cultural communication. Language, a part of culture, is also carrier of culture, for language are the principal way utilized to express one’s idea and make it comprehensible to the target members, while culture restricts the development of language form and dominates how language is used to express meaning.In the process of cross-cultural communication, the phenomena of culture shock often come into being due to the improper use of language, and the root cause of communication failure is the insufficient understanding of culture. Therefore, the cultivation of students’cross-cultural communication should constitute a major part in oral English Learning.

In sum, all the above studies have put forward valuable ideas about the culture and communication ,Chinese and western culture, focusing on the cultivation of intercultural communicative competence. College students will soon enter society, society is the epitome of interpersonal communication.Successful cross-cultural communication requires students not only with good reading/writing skills, but also intercultural competence.Oral English as one of the essential social-cultural skills helps people to live and develop in modern society.
