After entering the 21st century, as international exchanges become more and more frequently among countries. English as a common language in the world is particularly important. Especially in highly competitive world, it is difficult to achieve the "Chinese Dream" by only reading and writing English. At present, most students have realized the importance of English and have studied hard and hope to speak fluent English. However, in the past, most of English teaching was to cope with the exam. The English lessons were focused largely on grammar rules and memorization, and the English in the textbook is usually quite different from the language actually used by English speakers. Insufficient language practice has led to the fact that although students have been learning English for many years, they still cannot communicate. And now, how to improve pupils' oral English level has become a hot topic.
Overview
How to improve pupils’ oral English has drawn wide attention from scholars and educators. Many papers have analyzed the reasons that why after studying English for several years, many students unable to participate in a conversation in English and put forward some suggestions and strategies for improvement. But these proposals did not form a unified and no perfect implementation strategy. As Krashen(1982) argued that “extensive reading will lead to language acquisition, provided that certain preconditions are met. These include adequate exposure to the language, interesting material, and a relaxed, tension-free learning environment”. And at the British Council Language Center in Sanaa, Yemen, an extensive reading program was established for elementary level language learners. Karen Farnen suggested “Read in English every day to increase your vocabulary. Read material you understand but gradually increase its challenge level”. All of the above points are recommended to improve spoken English by “reading”. Some other scholars suggested that “By listen”, Karen Farnen suggested “Listen to a lot of high quality spoken English” and “Try to read for 30 minutes to one hour every day”. Listen to the radio, such as The BBC World Service, listen to English song or Watch English language DVDs, and try to imitate their rhythm and intonation as well as the words they use, to build your English language sense. Some other suggestions are by “practice”. Sarah Metzker Erdemir suggested that “Take advantage of every opportunity to practice speaking in class”, and Christopher Taylor also said “Practice speaking English wherever you can, don’t be shy, and don’t worry about making mistakes – just have a go”. <Absolutely Don’t Study English> ( Zheng Zhanrong of South Korea,2004)suggested that the first stage is to choose a tape that are suitable for their own English level, and listen to the dialogue carefully 2 or 3 times a day until they can hear every word of the conversation (not necessarily understand the meaning of the words); the second stage is writes down the content of the dialogue while listening. If there any word that does not understand the meaning or can’t spell it out, checks it in the dictionary; then imitate the pronunciation and intonation on the tape and read aloud from beginning to end until the dialogue can be read fluently.
 Some other scholars suggested that English teachers should make the classroom to be funny and interesting, and not just to cope with the exam, making the classroom not a chore and burdensome. For example, teachers can set up some games in the classroom to let the primary school students participate actively join in, and improve pupil’s oral English through a funny game. Let them feel that learning English is actually a very funny game, learning English in unconsciously. At the same time, encourage them dare to say, don't be afraid of mistakes. Some scholars have suggested that parents can accompany their children to watch the same English cartoon repeatedly (but don't have Chinese subtitles). The purpose of repeating the same cartoon is to insure the children heard the same dialogue and match the plot. Children can understand the meaning of the conversation, and the repeated conversations are easier to remember.
In sum, all the above suggestions and strategies are more or less helpful for “How to improve pupils' oral English level”. However, there seems to be a lack of in-depth and detailed steps, which will definitely point out how the teachers and students should operate and carry out. For example, how are teachers to deal with pupils' school weariness, and how to cultivate pupils' interests and hobbies, and how to motivate pupils to speak English, and how to overcome the inability to speak English, and how to quickly remember hundreds of English vocabulary and so on. In the following discussion, I will explain the specific steps and methods in detail. Thus my paper may hopefully make some contribution in this direction.
