Literature review:
Culture needs to communicate. It is obvious that people must have been inquisitive and anxiety for the culture in other country. To pursue cross-cultural communication is the nature of people, and that would be the tendency of the historical development in the world. Under the back of globalization accelerating, the studies about the constitution of Chinese and Western education system are more and more welcomed by the intellectual in the world.
The reason that I determined to compose this article is based on my observation to the special phenomenon of overseas education developed quickly in recent years. More and more Chinese students go studying abroad while many alien young people came to china for education. Especially, my daughter had to join in the team of Chinese international student, and that just because of her failure to the provincial exam occasionally. I began to be interested in the study of cross-culture communication.
 When I searched for the terms “intercultural communication” and “education system” on line, I only can attain a little information .That is to say, people do not pay more attention to study the relationship between intercultural communication and educational system in spite of that they may benefit from each other. 
In china, many studies have focused on probing into the subject of foreign culture adaptation. For example, the study of Chinese international student’s adaption to cross-cultural communication is written by MA JIALI of Nan Kai University; A study on Chinese international student’s adaption to foreign culture is written by LI RUI of North-west University and so on. Meanwhile , some scholars lay emphasize on studying intercultural communication or the relationship between culture and cross-cultural communication, such as, A Guide to Cross-cultural Communication is edited by GUO DIEQING and ZHANG BING BIN, A thematic study of intercultural communication is written by WANG MING LI; comparative study between Chines and Western educational culture, this book is composed by YUAN CHANQ QING, in this book, the author explores the historical development of Chinese and Western education culture, he think that culture is the key and the basic of the intercultural communication innovation, this book profoundly reveals the relationship between culture and education culture, and puts forward some perspectives and ideas for the reform of Chinese education system; cross-culture communication is written by LI GUI RONG and MO LILI, and these two authors not only clarify the process of intercultural communication but also point out the difference between intercultural communication and cross-cultural communication. In addition, there are also many thematic articles or books for expressing the cross-culture in terms of different angles.
for instance, the comparative study of moral education in china and the west is written by LIYI of CHANG CHUN UNIVERSITY of Science And Technology; educational connotation and cultural analysis of the “tiger mother Phenomenon” is written by HUANG XIAO XIA of Fu Jan Normal University; A Guide to Cross-cultural Communication is edited by GUO DIEQING and ZHANG BING BIN, and so on.  Above three articles explain the key problem to the special phenomenon of cross-culture or intercultural communication, furthermore, they suggest people how to cope with them. However,the references which study about the relationship between cross-cultural communication and education system are too few, I only can find two similar articles, Originally probe into the combination of Chinese and western education model is written by WU ZHONG TAN of Liao Ning Normal University, this article clarifies the benefits of school running model cooperated by china and west collectively, and the writer considers that the model of Sino-Western cooperation is the trend of education system construction in the current world. The second article is Motivating Sino-Western Cultural Communication To Set Up High-Quality Higher Education is written by WANG EN GE, in this article, the author expounds the current state of Sino-American educational communication, and provides some advanced educational idea for people, he emphasize the importance of “liberal education”, he also appeals to regroup and update the curriculum in order to make them to be more comfortable and efficient, and he also suggests mixing the teaching of science and humanistic education so that they could become an organic whole , and so forth.
As for the foreign study about Chinese and Western education system are even fewer, I only can find one, it is Roland Sussex and Andy Curtis International Journal of Applied Linguistic. These two authors wrote a book about intercultural communication in Asia. They amalgamate education, language, values and elaborate on the multilayered domain of intercultural communication, but say nothing about the education system.
Comparison theory is used for this article. The paper discusses the different and the common of education system between China and West in terms of education method, education content, educational value, teaching mechanism and talent identification. Finally, I would like to propound pedagogical implication relate to education system.

3. Educational culture decides education value and impacts on education system.
3.1 Clarify that education culture is crucial to the education value. 
3.1.1 Definition of education value.
3.2 The distinct of current Chinese and Western educational culture.
3.2.1The social departmentalism impacts on Chinese education culture deeply.
Essentialism in education culture exists in china.
Instrumentalism education culture exists in china.
3.2.2 New individualism education culture exists in west. 
 Behaviorism education culture exists in west
Humanism education culture exists in west.
3.3 Education culture is the inner factor to determine the form of education system.
4. China differ the education system from west
4.1.Comparison the education value between China and west。
4.1.1 Chinese education value。
Chinese believes that excellent learner can occupy the advantage situation for achieving official position. People can benefit lots of wealth through hard learning. Therefore, Chinese acknowledges the authority of teacher and educational mechanism.
4.1.2 Western education value.
I love my teacher, but I love the truth even more.
4.2 Distinction of education measure.
4.2.1 Chinese consider “control”as the main idea of education.
    Enrolment rate is the ultimate target for Chinese teaching.
4.2.2 Western considers “freedom” as the main idea of education.
 The way of educating has been developed rely on the improvement of student’s creation.
4.3. The distinct of education content.
4.3.1 Chinese education considers passing knowledges and skills as the ultimate purpose of education. It features the utilitarianism obviously.
4.3.2 Beside passing necessary knowledges, the western educational scholars pay more attention to cultivate student’s interest, creativity and viability in the process of teaching., and It features humanism obviously.
4.4 The difference of talent identification.
4.4.1 Chinese adopts nation exam, at the same time, use the same standard. To some extent, what you have learned all the way has to be checked out by one chance whether you are willing or not.
4...4.2 Western adopts the enrollment measures by evaluating the grade point average(GPA) at the latter two years in high school, at the meantime, the university also will investigate the situation of the student’s social activities, regard it as one of important conditions of enrollment permission. All in all, the western university determines admission of enrollment independently; on the contrary, the student can choose colleges or universities they are interested in. and the university has to take the integrated abilities of student into consideration seriously.
4.5 Different design of teaching system between China and west.
China carries out six- three- three teaching mechanism. Six years in Elementary school, and six years in middle school and high school separately. Western teaching mechanism has been flexible. There are many kinds of teaching mechanisms of six -six, six- three- three, four- four- four, eight -four so forth, from primary school to high school, in addition, three years in college and four years in university, both of Chinese and western teaching mechanism set up vocational and technical school or college with the same long terms for each school year.
5. The common ground of Chinese and western education system.
5.1. The design and function of education system are focused on the basic knowledge reception in spite of in China or west by now.
5.2. The design and function of Chinese and Western education system all emphasize the basic knowledge teaching by now.
6. Do Expectation for the innovation of Chinese and Western education system.
6.1. Outlook to the reform of Chinese system.
In future, Chinese system construction would be built on reaching the education target against the core value of freedom, and lay emphasis on humanism education adequately.
6.2. Outlook to the reform of western system
In future, western education could respect and absorb the essence of Chinese culture, and try their best to find the balance between individualism education and collectivism education, and work out the way to balance “freedom” and “control” of educational method.
