Many countries in the world take great care in their language education policies as well as their foreign language education policies. In order to enhance the understanding of other countries and promote the development of their economies, strengthening foreign language education innovation is absolutely indispensable.
For example, our neighbor Japan, although its land area is very small but it is one of the numbered highly developed country in the world. Economic level decides developing level of a country. Japan is economically dependent on its imports and exports. And this attaches great importance to its language development. 
Once Funabashi had proposed that English be added to Japan's second official language from the perspective of the Status Plan. To carry out the plan, the cultivation of students' English communicative ability is established as an "urgent subject" and the government takes measures to strengthen English education from the institutional aspect. Reforming the previous practices of focusing on written and intellectual tests, now paying more attention to the cultivation of students' foreign language communication skills, emphasizing the transformation of teaching objectives from "learning English" to "managing English to learn" . Striving to train students' foreign language communication skills in their respective fields of their own expertise. Japanese research of English education has great value to understand the current situation of English learning in Japan , even China and whole Asia . As well as the development trend of contemporary English education.
The ideas and models of foreign language teaching in foreign universities are worth our thinking and learning from. Only by gradually establishing a new personalized, diversified and three-dimensional business English teaching system which is adapted to the needs of the times, then we can push the level of business English teaching in higher vocational colleges to a new level.
