With the current development of China, instant changes of science and technology have been transferring human beings’ thought and manners. Sino-west cultural communications and rapid economic development highlight the importance of education. English, especially as the communicative bridge of the world, is the key among the most important issues. the English teaching problems in present primary school’s education should be urgently solved. That fully reflects the importance of English studying for primary school students. It is the way of adapting to times development to study, master and use English. Great achievements have made, but permeating English in primary schools in the whole country is facing a variety of difficulties. Then, improving the efficiency of the rural English education is a good way to improve the level of national education.
Based on the investigation and analysis of rural English education in “FK” primary school, aside form achievements and progress, there are also some shortcomings. It is the single teaching evaluation system and the old concept of teaching. Teachers pay so much attention to the score, affecting the motivation of the students, and they ignore the motivation of the students. The quality of training is poorly, affecting the students quality, at last, English language learning environment is relatively poor. Based on this situation, the study suggests taking some measures in area of school and students. Emphasize the importance of listening and speaking for learning a language.
In the foreign school on the teaching plan of fully embodies attention to individual education. Schools usually have on every class for each grade and integrity of the teaching plan, the overall plan to set the category of compulsory course, teaching hours and teaching children progress. Attention to individual education resulting in the children’s personality development brightly, full of vitality and creativity. In the class, the teacher only spent 15-20mins on teaching, most of time is belong the students’ independent learning. And this way of teaching to make students which always in a state of being creative and independence thinking positive. In the teaching process, students not only acquire the knowledge, more important is learned the method of study. And that is the point what China needs to learn.
As everyone knows the ability of listening English is one of the basic skills of listening, speaking, reading and writing. And it is the basic of getting other language abilities. The famous linguist, Rivers (1984), has offered us a set of data in his works: In people’ daily communicative activities, 45% rely on listening; only30% depends on speaking; 16% come from reading and 9% rely on writing. It is obvious that listening and speaking play the leading role in language learning. Improving their listening and speaking ability are helpful to improve the abilities of reading and writing especially on primary students. So in the course if our English teaching, the teachers should give importance to the development of student’s listening and speaking ability and understand all sorts of influential factors, then make the students form good listening and speaking habits in order to improve their English lever. 
This study is mainly based on the following theories:Hu Weiwei’s theory of  stressing on the Fluency of English Expression. Guolixia’s view of the strategies of listening Teaching in Primary School English. Chu Zhen-li’s theory of the obstacle factors and tactics in English learning. Kang chunyan’s how to improve the English listening ability. Qian yilin’s view of how to breakthrough the difficulties of listening and speaking. Wan Xiaodong’s theory of interactive teaching. Wang Shuangying and Wangjuan’s the importance of listening and spoken English. Zhang yuling and Wangna’s idea of English listening method and skill.
What is said above, these studies have done a very brilliant exposition that   listening and speaking are very important for people to learning a new language. The ideas of how to improve the listening and speaking skills are worth learning from. Of course, they also have their disadvantage, these theories are more descriptive than practical things. In addition, I think it is very difficult to learn English well by learning lists of word, or lists of examples of grammatical rules, the students should pay attention to doing some speaking and listening, and should be given something more practical and something stimulating their interest. Make the students as main body, keep the initiative in their own hands to learn.

IV. Strategies
(一) Chang the exam-oriented education point of view, make the students understand the importance of English listening and speaking.
(二)Stimulating the students’ interest and motivation.
(三) Paying more attention to pronunciation and vocabulary teaching, strengthening grammar teaching.
(四) To open an English corner, English activities, let students have more chance to speak English. get into the habit of listening English music, looking English video.
(五)Schools focus on the training of the teachers. Improve the quality of teaching.
